Request to Waive WIOA Out-of-School Youth Expenditure Requirement: Public Notice
South Carolina is requesting a waiver for Program Years (PYs) 2022-2023 from the requirements outlined in the Workforce Innovation and Opportunity Act (WIOA) § 129(a)(4)(A), and its corresponding regulation, 20 CFR § 681.410, which requires states and local areas to spend at least 75 percent of youth funds on out-of-school youth each program year. Our state's request is to lower the out-of-school expenditure rate to 50 percent, which will allow South Carolina and local areas to increase services to eligible in-school youth.

The purpose of this notice is to solicit public review and comments on South Carolina's request.
The public comment period for this request will commence on February 28, 2023, at 12:00 AM EST and end on March 7, 2023, at 5:00 PM EST.

Please note that the S.C. Department of Employment and Workforce may be required to submit transcripts of comments received during the public comment period to the U.S. Department of Labor and/or the State Workforce Development Board.
