For Workforce Innovation and Opportunity Act (WIOA) Title I programs, this memo outlines the use of TABE Locator as a faster assessment tool to determine an individual’s basic skills deficiency and to assist in the achievement of measurable skill gains (MSG).

This memo outlines each low-income scenario, as defined according to the Workforce Innovation and Opportunity Act (WIOA) section 3(36), followed by examples of acceptable documentation for data validation.

In response to TEGL 10-23, Change 3, DEW is rescinding SIL 25-06.

This memorandum (memo) is to assist Local Workforce Development Areas (LWDAs) in completing State Instruction Letter (SIL) 24-02, SC Works Customer Satisfaction Surveys requirements for program year (PY) 2025. The Department of Employment and Workforce (DEW) will publish a SIL revision with updated guidance for PY26.

This memo provides Local Workforce Development Areas (LWDAs) with strategies for effectively utilizing the Priority Occupations Tools in their workforce efforts.

This memorandum removes the requirement to record and report the facilitation of soft skills instruction across partner programs. 

SC Works Online Services (SCWOS) houses South Carolina’s labor exchange, labor market information (LMI) resources, and case management system for multiple programs. Support of this system is managed by Workforce Reporting and Compliance.

The Workforce Innovation and Opportunity Act (WIOA) authorizes the use of funds reserved by the Governor for statewide employment and training activities. The State Workforce Development Board (SWDB) directs the investment of these funds in alignment with state priorities. To recognize and incentivize Local Workforce Development Boards (LWDB) for their leadership and support of the state’s workforce system through innovative practices, the SWDB has approved the development of a High-Performance Board Incentive Award.
