This memorandum removes the requirement to record and report the facilitation of soft skills instruction across partner programs. 

This memo provides Local Workforce Development Areas (LWDAs) with strategies for effectively utilizing the Priority Occupations Tools in their workforce efforts.

SC Works Online Services (SCWOS) houses South Carolina’s labor exchange, labor market information (LMI) resources, and case management system for multiple programs. Support of this system is managed by Workforce Reporting and Compliance.

This memorandum provides strategies to develop workforce structures through regionalism and lists some existing cost-saving examples within South Carolina’s LWDAs and other states for Local Workforce Development Boards (LWDBs) to consider. This guidance is also intended to stimulate discussions for innovative regionalism practices.

The Workforce Innovation and Opportunity Act (WIOA) authorizes the use of funds reserved by the Governor for statewide employment and training activities. The State Workforce Development Board (SWDB) directs the investment of these funds in alignment with state priorities. To recognize and incentivize Local Workforce Development Boards (LWDB) for their leadership and support of the state’s workforce system through innovative practices, the SWDB has approved the development of a High-Performance Board Incentive Award.

The Hot Jobs Flyer promotes “hot jobs”—recent, in-demand job postings listed in SC Works Online Services (SCWOS). 

To increase flexibility, reach performance goals, and increase services to eligible in-school youth (ISY), the SC Department of Employment and Workforce (DEW) has requested and been granted a waiver of the 75% out-of-school youth (OSY) expenditure requirement by the US Department of Labor (DOL). Effective July 1, 2022, this waiver reduces SC’s obligation for OSY expenditures to 50% for Program Years 2022 and 2023. Attached to this memo are SC’s waiver request letter and DOL’s letter of approval.

South Carolina’s Jobs for Veterans’ State Grant (JVSG) Standard Operating Procedures (SOP) was developed to establish a comprehensive resource for veterans’ services staff operational guidance and to communicate expectations for delivery of JVSG services statewide.
