To provide guidance to local workforce development boards (LWDBs) regarding the requirement for and the enactment of local memoranda of understanding (MOUs) with workforce system partners. This guidance replaces State Instruction 24-07. This guidance is for Program Year 2026 and forward.

To provide guidance regarding the redaction of electronic and physical documents containing Personally Identifiable Information (PII) and other sensitive information.

To provide guidance to local workforce development boards (LWDBs) regarding the requirement for local memoranda of understanding (MOUs) and infrastructure funding agreements (IFAs) with workforce system partners.

To provide guidance regarding the development and submission of regional and local plans in compliance with the requirements of the Workforce Innovation and Opportunity Act (WIOA). This policy replaces State Instructions 15-16, Change 1 and Change 2.

To provide guidance for Local Workforce Development Areas (LWDAs} on compliance under the Stevens Amendment pertaining to transparency of federal grant funds awarded to LWDAs.

To provide guidance regarding the modification of regional and local plans in compliance with the requirements of the Workforce Innovation and Opportunity Act (WIOA).

To provide guidance on requesting Local Workforce Development Area (LWDA) waivers of state specific requirements.

This state instruction provides the requirements and procedures for requesting subsequent designation as a Local Workforce Development Area (LWDA) and subsequent certification as a Local Workforce Development Board (LWDB).

This policy provides clarification on performance violations, which include the failure to meet one or more negotiated/adjusted levels of performance and/or additional state indicators of performance. No other changes have been made to the policy. 

To issue state policy regarding conflict of interest applicable to single entities performing multiple functions under Title I of the Workforce Innovation and Opportunity Act (WIOA).
