The Palmetto Academic and Training hub (PATh) is transitioning to SC Works Online Services (SCWOS). Effective upon the completion of the migration, Eligible Training Provider List (ETPL) users will no longer use PATh. Target Completion Date: September 25, 2026.
Overview for Training Providers
The Eligible Training Provider List (ETPL) provides information to Workforce Innovation and Opportunity Act (WIOA) participants about occupational training programs. WIOA emphasizes informed consumer choice, job-driven training, and training provider performance.
The ETPL includes information about approved training providers and their programs. Each training provider and program must be approved by at least one Local Workforce Development Area (LWDA). Only those training providers and corresponding programs that are listed on the ETPL may qualify for WIOA training funds.
The state only verifies the completeness and accuracy of submissions, while the LWDAs approve which training programs’ WIOA participants may attend.
Training provider applications and programs are submitted through the SC Works Online Services (SCWOS) website at https://jobs.scworks.org/vosnet/default.aspx.
Program Requirements for Training Providers
For inclusion in the ETPL, training providers must meet the following eligibility requirements:
- Be one of the following types of entities:

- An institution of higher education that provides a program which leads to a recognized postsecondary credential.
- An entity that carries out Registered Apprenticeship Programs (RAPs).
- Other public or private training providers, including community-based organizations and joint labor-management organizations.
- An eligible provider of WIOA Title II adult education and literacy activities, if provided in combination with training services described in 20 CFR § 680.350.

- A LWDB, so long as it meets the conditions of WIOA § 107(g)(1).
A training provider must provide a program of study that leads to one of the following:
- An industry-recognized certificate or certification, a certificate of completion of a registered apprenticeship, a license recognized by the State or the Federal government, or an associate or baccalaureate degree.
- A secondary school diploma or its equivalent, if such activities are provided in combination with other training services.
- Employment.
- Measurable skill gains toward a recognized credential or employment.
In addition to the required training provider qualifications listed above, all training providers must:
- Be a legal entity.
- In-state and out-of-state postsecondary training providers must provide evidence of licensure, accreditation, or exemption from licensure by the appropriate South Carolina or federal licensing authority prior to placement on the ETPL.
- Submit a signed Memorandum of Agreement entering into a data sharing agreement with the State agreeing to provide information on training outcomes, including individual student coursework and other required student information to match training and employment data and outcomes.
- Be in good standing and current on state unemployment insurance taxes.
- Provide student program-specific performance information for each program.
- Have a SC physical address, or if an out-of-state training provider, must first be included on that state’s ETPL.
- Have written and published refund policies, specifying when and how refunds for tuition and other costs associated with the training program are allowed
- Have a written and published grievance policy for students to file complaints within an organization against faculty, staff, or other employees
- Comply with all applicable non-discrimination and equal opportunity requirements contained in WIOA § 188 and the implementing regulations at 20 CFR Part 38
A training provider’s inclusion in the ETPL does not guarantee funding for a prospective student from an LWDA, or an SC Works Center, nor does it imply that referrals will be made to the training provider.

Does ETPL approval guarantee student WIOA funding?
No. Inclusion on the ETPL does not guarantee referrals from an SC Works center or guarantee WIOA training funding. An individual must first be determined as WIOA eligible, and then the WIOA participant and SC Works staff member select an appropriate training provider and program from the ETPL. A training provider and program must be approved on the ETPL to be eligible to receive WIOA training funds.
Who approves ETPL training providers and programs for Initial eligibility?
State staff reviews submissions for completeness and compliance. The Local Workforce Development Boards (LWDB) are the final approval authority for training providers and programs to be eligible to receive WIOA-funded students.
What performance data must be reported?
An eligible training provider must submit annually, via SCWOS, the following information for all students engaged in each program on the ETPL, regardless of funding source, no later than August 15:
- Social Security Number
- Program start date
- Program status
- Program exit date
- Credential attainment

Registered Apprenticeship Information for Training Providers
Registered Apprenticeships are a time-tested strategy for employee development that combines supervised on-the-job learning with job-related classroom education. This training model excels in getting new employees up to speed and maximizing the skills of the current workforce.
Apprenticeship programs can be found in a variety of industries including advanced manufacturing, information technology, energy, tourism, transportation and logistics, as well as health care. Registered Apprenticeships provide employers that sponsor them with the unique opportunity to grow their own workforce and the benefits are numerous:
- Higher skill level among employees
- Decreased turnover
- Improved productivity
- Structured and consistent training
- State tax credit
In South Carolina, apprenticeship programs registered with the U.S. Department of Labor, Office of Apprenticeship, are automatically eligible to be included on the ETPL. While automatically eligible, a registered apprenticeship program sponsor must first indicate their interest in being included on the ETPL. Registered apprenticeship program sponsors may request, at any time, to be added to the ETPL as an approved training provider. Any such requests must be communicated to the South Carolina Department of Employment and Workforce through the completion of an abbreviated application.
