To provide guidance on the requirement to verify work authorization for the Workforce Innovation and Opportunity Act (WIOA), Wagner-Peyser (WP), Trade Adjustment Assistance (TAA), National Dislocated Worker Grants (DWGs), Reemployment Services and Eligibility Assessment (RESEA), and Migrant and Seasonal Farmworker (MSFW) programs.

To provide Local Workforce Development Areas (LWDAs) guidance related to obligation and expenditure of WIOA funds and to transmit the Voluntary Reallocation Request Form.

To provide data validation procedures for the Workforce Innovation and Opportunity Act (WIOA), Wagner-Peyser (WP), Trade Adjustment Assistance (TAA), Jobs for Veterans' State Grants (JVSG), and National Dislocated Worker Grants (DWG) programs administered by the Department of Employment and Workforce (DEW).

To update State policy regarding the annual deadline to submit changes to data in SC Works Online Services (SCWOS), and to clarify the deadline for submitting data change requests to be included in performance. This guidance replaces State Instruction 18-05. 

This guidance provides updated information concerning the management of source documents for Trade Adjustment Assistance (TAA) program participants. This policy rescinds State Instruction 14-01.

To issue revised guidance regarding any local workforce development area {LWDA) that falls below the 70 percent fund utilization rate, as outlined in State Instruction 19-04, Change 1, WIOA Title I Sanctions Policy. No other changes have been made to the policy. 

To provide guidance regarding participant cost rate (PCR) performance requirements for local workforce development area (LWDA) Adult and Dislocated Worker programs.

This guidance adds to the list of Wagner-Peyser (WP) activity codes that trigger participation for federal reporting purposes. 

To issue changes to Workforce Investment Act (WIA) GED Prep and Basic Skills activity codes in the SC Works Online Services (SCWOS) system.

To establish procedures for the timely investigation and resolution of noncriminal complaints and complaints of discrimination under the Workforce Innovation and Opportunity Act (WIOA). This policy replaces State Instructions 16-14; 16-14, Change 1; 16-15; and 16-16.
