To update State policy regarding the annual deadline to submit changes to data in the SC Works Online Services (SCWOS) system. This guidance rescinds State Instruction 15-15.

To transmit guidance regarding employer service performance indicators for Workforce Innovation and Opportunity Act (WIOA) Title I and Wagner-Peyser programs and issue revised employer service codes and definitions.

To issue State policy regarding Workforce Innovation and Opportunity Act (WIOA} annual expenditure rates to promote maximum investment of funds, increased levels of service to customers, and increased WIOA fund utilization statewide. This policy guidance replaces State Instruction 12-16.

To issue revised guidance regarding any workforce area that falls below the 30 percent participant cost rate, as outlined in State Instruction 19-04, Change 1, WIOA Title I Sanctions Policy. No other changes have been made to the policy.

This guidance further clarifies state policy issued on December 5, 2017, regarding Workforce Innovation and Opportunity Act (WIOA) participant cost rates for local area Adult and Dislocated Worker programs. The minimum participant cost rate of 30 percent includes Adult and Dislocated Worker funds and any Rapid Response for additional assistance funding.

This guidance updates the list of Wagner-Peyser (WP) activity codes that trigger participation for federal reporting purposes. 

The purpose of this guidance is to clarify the difference between a reportable individual and a participant in Wagner-Peyser (WP) for federal reporting purposes.

The purpose of this instruction is to ensure that business services are provided to valid employers and accurately captured to meet Workforce Innovation and Opportunity Act (WIOA) reporting requirements and performance accountability measures. This policy guidance further clarifies State Instruction 17-01 and rescinds State Instruction 15-06. This change to previously issued guidance provides the employer services and corresponding employer service activity codes that require employer verification.

The purpose of this instruction is to ensure that business services provided to valid employers are accurately captured to meet reporting requirements and performance accountability measures. This policy guidance replaces State Instruction 14-09.
