To provide guidance to local workforce development boards regarding the requirement of a local Memorandum of Understanding (MOU) with workforce system partners.

This State Instruction formally transmits the final Local Workforce Development Area Agreement.

In order for the State to receive funds under the newly enacted Workforce Innovation and Opportunity Act ("WIOA"), the Governor must designate local workforce development areas within the State. Further, a local workforce development board must be established in each area and must be certified by the Governor. This State Instruction provides the requirements and procedures for requesting designation as a local workforce development area, as well as the criteria for local board certification.

Pursuant to the provisions of the Workforce Innovation and Opportunity Act (WIOA), a local workforce development board must be established in each workforce development area within the state and must be certified by the Governor. The purpose of this instruction is to issue state criteria regarding composition requirements and standing committees of local workforce development boards under WIOA.

To provide Local Workforce Investment Areas (LWIAs) guidance on the State's policy related to the application of sanctions for failure to meet local performance goals under WIA Common Measures.

To provide State guidance regarding the certification of SC Works centers and the SC Works service delivery system, including the SC Works Certification Standards and suggested methods for evaluating compliance.

To provide guidance on using the Advanced Individual Fund Tracking (AIFT) Module in SC Works Online Services (SCWOS) in order to provide timely and accurate data on funds spent directly on Workforce Innovation and Opportunity Act (WIOA) Title I participants.

To provide guidance regarding the use of the Brazen Virtual Event Platform to ensure quality services are provided to employers and job seekers in a virtual environment.

To provide guidance on the types of centers available through the SC Works system, including information on Connection Points which make available materials and/or access to Unemployment Insurance (UI) services. 

To issue State guidance regarding the certification of SC Works Centers and the SC Works delivery system.
