To establish and implement the State Workforce Innovation and Opportunity Act (WIOA) Title I sanctions policy and processes for all subrecipients of federal grant awards, and state grants where applicable. This policy rescinds State Instruction 12-12. 

To provide guidance regarding the required modification of regional and local plans developed by the Local Boards and chief elected officials in Program Year 2016 in compliance with the requirements of the Workforce Innovation and Opportunity Act (WIOA).

To issue state policy regarding conflict of interest applicable to single entities performing multiple functions under Title I of the Workforce Innovation and Opportunity Act (WIOA).

This guidance revises the Full-Time Equivalent (FTE) and Square Footage (SF) Memorandum of Understanding (MOU) templates and related documents, including the budget, and adds attachments for annual timelines and meeting dates for local negotiations.

To provide guidance to local workforce development boards regarding the requirement of a local Memorandum of Understanding (MOU) with workforce system partners.

This change revises the required public comment period for regional and local plans from 30 days to a minimum of 10 days. No other changes have been made to the policy. 

To provide updated guidance regarding the development and submission of regional and local plans in compliance with the requirements of the Workforce Innovation and Opportunity Act {WIOA). This policy updates State Instruction 15-16.
