This State Instruction communicates a procedural change regarding warning and revocation letters used in the Trade Adjustment Assistance (TAA) program.

This guidance updates the State's priority of service policy in accordance with the Workforce Innovation and Opportunity Act (WIOA) and the US Department of Labor (DOL). 

This guidance provides information regarding the WIN Learning Ready to Work assessments and the Test for Adult Basic Education (TABE) 11&12 in determining basic skills deficiency.

This guidance changes the titles of the WorkKeys• assessments, based on ACT updates, that are used in defining basic skills deficient. No other changes have been made to the policy and procedures issued in State Instruction 15-17.
