To provide guidance on the employer account verification process and management requirements for the SC Works system through SC Works Online Services (SCWOS). This policy replaces State Instructions 19-01 and 17-01, Change 3. 

To establish the procedures for the timely investigation, resolution, and tracking of all complaints under Wagner-Peyser Employment Services (ES).

To provide guidance on the allowance and reimbursement rates pursuant to job search allowances, relocation allowances, and supplemental assistance under the Trade Adjustment Assistance (TAA) Program. This policy guidance replaces State Instruction 18-07.

To provide guidance on the operation of Incumbent Worker Training (IWT) programs funded through local Workforce Innovation and Opportunity Act (WIOA) Title I Adult and Dislocated Worker program funds (local IWT), Governor’s Reserve or Statewide program funds (statewide IWT), and Rapid Response IWT programs. This policy guidance replaces State Instruction 20-08 and 20-13, Change 1.

To provide guidance concerning the obligations for staff referrals to H-2A job orders and employers.

To provide guidance for referring veterans who are homeless or at risk of homelessness to local HVRP grantees.

This state instruction provides the criteria and guidelines for determining eligibility of veterans, eligible spouses, and additional persons who can receive Disabled Veterans’ Outreach Program (DVOP) services

To provide guidance on priority of service for veterans and eligible spouses in US Department of Labor (DOL) funded job training programs. This policy expires State Instruction 08-06.

This state instruction notifies SC Works center staff of the Work Opportunity Tax Credit (WOTC) Conditional Certifications initiatives and implementation and provides instructions on how center staff may assist individuals in possession of a WOTC Conditional Certification.

To provide guidance on when and how a Local Workforce Development Board (LWDB) may utilize a training contract to provide occupational training to Adult and Dislocated Worker (OW) program participants in lieu of an Individual Training Account (ITA).
