To clarify when a paid work experience activity may be classified as a "training situation" for the purpose of paying stipends versus wages to participants.

To standardize pre-award review criteria to be completed and documented jointly by local areas and relocating/expanding businesses as a prerequisite to Workforce Investment Act (WIA) assistance.

The purpose of this issuance is to transmit instructions for the development and implementation of the local area referral policy on youth aging out of foster care.

To issue State policy concerning the Trade Adjustment Assistance (TAA) Program.

This instruction revises Incumbent Worker Training (IWT) policy. IWT funds are intended to provide resources for employers to train currently employed workers in an effort to keep businesses and workers competitive. On January 18, 2007, the State Workforce Investment Board approved changes in the policy framework relevant to business eligibility for IWT funds.

To provide guidance on the requirement to verify work authorization for the Workforce Innovation and Opportunity Act (WIOA), Wagner-Peyser (WP), Trade Adjustment Assistance (TAA), National Dislocated Worker Grants (DWGs), Reemployment Services and Eligibility Assessment (RESEA), and Migrant and Seasonal Farmworker (MSFW) programs.

To provide Local Workforce Development Areas (LWDAs) guidance related to obligation and expenditure of WIOA funds and to transmit the Voluntary Reallocation Request Form.

To provide performance data validation procedures for the Workforce Innovation and Opportunity Act (WIOA), Wagner-Peyser (WP), Jobs for Veterans’ State Grants (JVSG), National Dislocated Worker Grants (DWG), and Migrant and Seasonal Farmworkers (MSFW) programs administered by the Department of Employment and Workforce (DEW). This guidance replaces State Instruction 20-09.

To provide data validation procedures for the Workforce Innovation and Opportunity Act (WIOA), Wagner-Peyser (WP), Trade Adjustment Assistance (TAA), Jobs for Veterans' State Grants (JVSG), and National Dislocated Worker Grants (DWG) programs administered by the Department of Employment and Workforce (DEW).

This guidance updates the list of activity codes for the Wagner-Peyser (WP) and Workforce Innovation and Opportunity Act (WIOA) Title I programs, to include the addition of soft skills instruction.
